The project on independent on-line library of Blackhorse Scientific Publishers has been intorduced as early as in 1999 when Blackhorse became an independent publishing house. During previous Springer time, several efforts was made to create the up-to-date scalable and relayable database. However, on that time no such similar on-line library existed in Poland. So, the new venture to offer the full text database containing all manuscripts published at Blackhorse\'s journals started in June 1999. Just amonths thereafter, Blackhorse became a registrant of The Digital Object Identifier Foundadtion, Inc. (Washington, DC) and started to collect the manuscripts accordant to the DOI standards. The special numbering system providing and assuring the full control over several manuscripts and unifing them was developed and introduced into the standarized company's workflow.
For that moment, under the limited availabilities, the new venture started to be a HTML based database including Portable Document Format (PDF) manuscripts available for free to each subscriber. Both IP and username/password access control was introduced. All abstracts and table of contents were available for free to all users. So, it was a proper moment to name the product. As of June 1999, Blackhorse's on-line library was called INSIGHT.
Unless the significant interest in INSIGHT over the last years, Blackhorse's management decided to start the extensive research on the newest technologies to start INSIGHT in the modest version. Last year all the technical and financial resources have been undertaken in order to develop the new INSIGHT. Over the last months, a team of publishing and IT specialists evaluated the new interface and backgroud of the library. Participation in CrossRef initative and accordance to the DOI standards were immediately implemented.
For the moment, INSIGHT is a full text on-line library offering instant access to full text manuscripts published by Blackhorse Scientific Publishers. Access to the full text version is – unlike in open access libraries – limited to the subscribers. Unterstaning, however, the needs of the scientific community to get the written knowledge resources on request, the so called Pay-Per-View document delivery system has been implemented. Both credit card, on-line bank transfers as well as SMS (Short Messaging System) payment has been made available. The pricing policy is focused on the immediate and accessable keys that anybody who might be of any interest in the manuscript wil easyly achieve the access. For the moment, the special bulk access policy for institutions and libraries is going to be developed.
